Clerics in Saudi Arabia and UAE have declared the Muslim Brotherhood a terrorist and Islamically deviant group. Of course they have done this at the behest of rulers or monarchs.
In the year 2020, Muslims scholars are still discussing the rights of rulers and families to rule forever, and for the masses to obey them. i.e. one man or one family rule of a country for life, and their divine right to rule. They use religious text to justify this. This whilst the rest of the world has moved on, and are discussing making government better and more accountable and transparent.
The West only cares about these rulers because they have money. Once they have milked them, they will dump them in the sea.
What these religious councils propose is no more than the divine right of kings concept that Europe once had, backed by their clerical religious authorities. Most of Europe had to get rid of this absolutist rule a long time ago, some peacefully, others by violence.
In France the last king was executed, and the religious class dumped and removed from their position of authority. This will probably happen in the Muslim world too. When clerics fail the people, they take the law into their own hands eventually.
The vast majority of the Muslim world do not care about such discussions or rulings, they want their lives to improve, and to be able to remove leaders and governments that are not performing, let alone oppressive. There is little demand or appetite for absolutist rule in the Muslim world.
Current scholars should remember all those scholars in Saudi Arabia, who once supported the Saudi rulers, and all those groups once on their payroll, who are now locked up or deemed terrorists.
